If I go to http://beta.civicdataalliance.com/files/*all+*style-6742.css, I see a rendering error. The error itself should show up in the logs (check the log subdirectory of the directory where wagn is installed). My first guess is that need to make sure that the user running the server has write permission on the local/files directory.
