When using a Structure Rule you get a form view but a Default Rule doesn't get you that.

 

Also the all text and other data, everything but the soon to be created cards are visible.

Create a new "Something" CardType and add a Structure Rule to all "Something" cards

 

Create a new "Something else" CardType and add a Default Rule to all "Something else" cards

 

Is this by design? Is there any way to force the form view display?

Yes, this is by design and no, there's not currently a way to force that view.

 

However, if we came up with a strong design it would likely be rather simple to opt for a form view.

 

The presence of a default rule is actually not really relevant here in my opinion. *Every* card has a default rule because there is a *all+*default rule. The issue is really about whether we should have an option to do form editing in unstructured cards that have inclusions (or relative inclusions). There's not interface for that now, although it is possible to make it so that the card in question has its own structure rule, which has a fairly similar effect.
