add menu item(s) to build link+issues

For a little while we had a submenu under "refresh" to let you choose among some views to refresh with - titled, open, closed, or content. We'd like to restore not only that functionality, but the ability to choose among all of the options you might apply to viewing a card - view, layout, ??
