It's in the config subtab, because there is some logic to the help text (if it's a cardtype show X, otherwise show Y).  That will all go away when *watchers becomes a setting, which in turn will make it easier to make *related a setting, which will mean it's documented on English again.  And our evil plan will all start to fall into place.  Muhahaha.  Muuuhahahahahaha.  (join in any time).
