doubt it. let's re-open.
don't have to solve this now, but increasingly with css tickets we'll need to decide if they are:
1. changing the default css (coded, overridable)
2. changing *css (only impacts new)
3. changing wagn.org
4. developing a non-standard skin (like a css extension)
5. changing actual HTML structure (this itself has many subcases)

That 1-5 seems like a very helpful list when starting to code a CSS thing. Obviously it can't go on CSS. Could put it on something like CSS+coding notes and then Wagneer a link on tickets to show all "+coding notes" of all tags. This will become more helpful as there are more coders working on Wagn (core or module/extension).
