build table of rules for each role

We want it to be easier to see all of the rules - especially permissions - for each role, and for all of the roles together.

For each role (eg Design Team):

Set Class -- ANCHOR------ CREATE ---- READ -----------UPDATE ---- DELETE

all plus cards

type Basic √(anyone signed in)

* one row for each anchor that has at least one explicit rule

* one √ or X for each permission that has explicit rule

Then we can add a built-in card that has all of these tables ion one page (probably in closed view) so that they can be easily scanned.
