I'm not sure I like this solution. It means that on sites configured to have automatic signup, they have this weird bit of confusing, irrelevant info in the Basic section.
So it's really been the case that your email has been the default value all this time?!?!

no, the card has not existed on english til i made it yesterday. and my email isn't in it now, don't know where you got that.
If they change from requesting signups (that's the default, right?), they've read the details about how to change things and should get to ignore *request+*to. We could add a line to explain.
If it's not in Basics, how would you suggest we make it unmissably prominent?

I just took it off for now; it can wait. I don't want to have to figure this out during a freeze.
If we just stick something up in Basics every time someone thinks it's important, we'll just make a mess. I really don't want to make it more prominent at all, especially on our already-very-noisy config page.
I'd rather make it less necessary to know right away. My guess is the better solution will involve something like making it default to the address of the person setting up the account.

I think I'm going to go ahead and code it so that it gets triggered by the initial sign-in. Maybe we could just rename this to "more obvious initial configuration of Account Request emails or something similar?
