further improve rules interface+solution

Possible tweaks (mostly culled from what John Abbe wrote on improve interface for editing settings):

put the most accessible settings first — e.g. table of contents, permissions when they're setting-ized.
hide ones the user can't add/edit.
cue text without having to open a setting
cue text for each chunk rather than each setting
