New account requests not listed

There doesn't seem to be a way any longer to see a lists of people who have signed up but not been approved? The Accounts page no longer lists any account requests, even though I know they exist because I have emails from the system. If I go to the person's page directly, I can send them a token. But the email appears to be my only way to know who those people are.

Also, where do I configure the email that gets sent? I like to include some basic instructions on how to edit cards when I approve people's accounts.
