Update Config cards and account documentation+discussion

- *request+*to is still used but should be obviated very soon (probably 1.13.1) with the new email handling.

- the Config card was migrated everywhere where that card was "pristine" (not edited by anyone other than Wagn Bot). Anywhere else it has to be copied by hand.

- I'm definitely behind on all kinds of documentation; I'm hoping to catch up this week. This is why I still haven't sent out 1.13 announcements.

My behindness includes the tickets to explain the new email handling on the way, but the short of it is that there will no longer be any hard-coded emails; it's all in cards. In general, I think the current Config documentation is already much easier to understand than the old stuff, but what's missing is the email section; that's coming very soon.
