allow creation via link with quote or percent

If you click on a link to a non-existent card that has a ' or % in it, you get the new cards interface, but when you click Create, nothing happens. (Actually with %, you do get connecting to server...done.)

this card doesn't exist and this one does % not either. Good luck creating them :-).
