If you deny an Account Request, then sign up with the same user name but a different email, the plus cards are created but not the user name card.

I strongly suspect this is related to recreate trashed card when plus card is created, though I'm not sure fixing that will completely fix this...  (necessary but not sufficient?)

is this still the case?
