We want a much easier/better interface for creating and editing *layout and *structure rules. We're currently using TinyMCE, which is really for creating rich text, not layouts. We ultimately need a drag / drop gui for moving and shaping divs.

ideally we'd find another project. would be a big deal to build this from scratch.
