deny account requests from already-denied addresses+discussion
I thought about trying to just delete the cards, but didn't want to risk leaving bad data behind. Any advice on this? --John Abbe
Changed name of ticket (and solution) from "make account denial work with denied email address" to "deny account requests from already-denied addresses". Existing messes will still need to be cleaned up (hopefully deleting is ok).

I can't figure out how we were getting multiple accounts with the same email address in the first place - I tried and was unable to reconstruct the situation on test.dwagn.org. Rather than try to build standard data repair mechanisms for a problem that captcha may have solved, I went ahead and fixed the grouppatternlanguage site by hand. I'm going to close this ticket. We can re-open it if the situation arises again, but with luck captcha will prevent that.
