how to turn on ToC for Related subtabs?

I think ToC currently only shows up in open view, but related tabs are rendered as content or naked or something.  The idea of changing that may have been brought up elsewhere.

Inclined to think that most tabs should fit within a normal screen.  Wondering if we should just do 5 or so results and then link to full.  May not be an easy way to do that now, either....
