tinyMCE does offer those indent buttons. I will need to check to see whether they do this with inline styling (which wagn strips) vs css classes (which wagn can let through). If we're lucky, this might be very quick.
The buttons you're probably thinking of can be added with "indent" and "outdent" in the "theme_advanced_buttons1" section of *tinyMCE. Their results do get stripped in normal text (they add inline CSS: 'p style="padding-left: 30px;"'), but do work when they're used with bullet points or numbered lists.

this feature could be turned when we add style-level screening to clean_html!
