check on third, and basically second, too. I rearranged things so that it's a more standard form, which actually has its visual benefits. downside is that it's taller, which I was working against before, but I think the cleanliness is a big gain.

I would say next step is remove unnecessary type dropdowns from rule editor. The keyword there is "unnecessary"; some of them (*default, *content) are totally necessary. Others (permissions, captcha) are just noisy and confusing. I need to organize the code a bit to be able to specify which is which.
