Can we gather these ToC tickets a bit?  They're all pretty small compared to the ToC refactor and so will all probably be addressed in one dev push.

How about I ticket generate table of contents in JavaScript and just have that link to whatever we decide to fix at that time?

that sounds good. or even just refactor table of contents. individually these things are all low pri, but together they're probably medium :)
